In 1976 the City of Festus adopted the Mayor/Council/Administrator form of government. The City Administrator is responsible for the day-to-day operation of the City and implements policies approved by the City Council. 

The City Administrator of the City of Festus is Stephen M. Stoll.  He became the City Administrator in January 2005, serving the previous twelve years in the Missouri House of Representatives and Missouri Senate.  Steve was born and raised in Festus and lived in the City much of his life.
