Jefferson County Water Authority is a tax-exempt, non-profit corporation requesting “Sealed Proposals” marked (JCWA-Clarifier-2020) for construction or improving the following projects at the Jefferson County Water Authority will be received by the Jefferson County Water Authority until 2 o’ clock p.m. (Prevailing Local Time) on the 5th day of August 2020 at City Of Festus, 711 West Main St. Festus MO, 63028 and at which time will be publicly opened and read.

The proposed work includes: Clarifier/Claricone rehabilitation clean, prep and recoat solution for the Jefferson County Water Authority facility. All successful bidders will propose a 4-year warranty with all materials, parts, equipment, and labor.  This warranty shall include up to full replacement of those materials, parts, and equipment supplied within the scope of this contract. All damages and cost overages are the responsibility of the bidder. Working conditions, supplies, damages, etc. are NOT the responsibility of the Jefferson County Water Authority. 

A mandatory site visit is required and scope of work and requirements will be available to all bidders. The work shall be in accordance to these specifications, job special provisions, as well as the project plans.  Where not specifically covered by the specification or job special provision, the Contractor shall adhere to the most recent “Missouri Standards for Construction” along with local, state, and federal regulations.

The wage rates applicable to this project have been predetermined as required by law and are set forth in these appendices. When Federal wage rates are applicable and included, this contract is subject to the “Work Hours Act of 1962”, (P.L. 87-581: 76 Stat. 357) and implementing regulations.

The Jefferson County Water Authority hereby notifies all bidders that it will affirmatively insure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.

The prime contractor must be an approved contractor with proof of General Liability insurance with a minimum of $ 2,000,000 coverage for both general liability and workman’s comp. Naming Jefferson County Water Authority as an additional insurer. The prime contractor on the project must perform, with its own staff, contract work amounting to NOT less than 30% of the total original contract price. Contractor and/or Sub Contractor must provide certified prevailing wage payroll during progress billing, final affidavit of compliance with the prevailing wage law, material and labor lien waivers from contractor and suppliers, proof of insurance, and W-9. All bidding will be done with both quotes of Prevailing wage in accordance of Annual Wage Order and with non-prevailing wage.

The right is reserved to reject any or all bids and re-advertises at the discretion of the Jefferson County Water Authority.

The Contract will be awarded to the lowest, responsive, responsible Bidder.
